各省、自治区、直辖市、妄想单列市财务厅（局），各银保监局，中国注册会计师协会，中国银行业协会，各政策性银行、大型银行、股份制银行、外资银行：
凭证财务部、中国银保监会团结宣布的《关于进一步规范银行函证及回函事情的通知》（财会〔2020〕12号）要求，现制订印发《银行函证及回函事情操作指引》，自2021年1月1日起施行。
请各银保监局将本通知转发至辖内银保监分局与地要领人银行业金融机构。
